对素质教育内涵的探讨

    为了深化素质教育，亟待解决的一个严肃问题是确定素质教育的内涵，进而建立素质教育规范体系，以便使全国的基础教育工作具有可以遵循的统一标准。


　　从哲学的观点看，人的发展应当是全面的。但是作为国家教育特别是义务教育却应当和只能为青少年一代实施基本素质的教育。一般来说，任何知识，任何思维能力，任何实际技能都可能构成人的全面发展的素质内容。毫无疑问，我们应当鼓励学生广泛的学习兴趣，自由地发展自己。学校也应当开设一些文学、艺术、科技等多领域的选修课或业余活动。我国社会的公民，必须具有汉语的书面和口头语言能力，以表达自己的思想，理解社会及他人的想法；必须学会计算，以从事基本的经济与技术活动；必须掌握基础的外语，以便进行国际交流；必须具备基本的公民道德品质，以便在社会生活中与人和谐共处。因此，除道德教育是融于全部教学活动的教育内容之外，语文、数学和外语将是我国素质教育中永恒的学科，如果不能保证义务教育之后青年获得这三门学科的基本知识和能力，那么他们学习的任何其他知识和能力都显得苍白而无意义。



　　正如义务教育涵盖的是全体适龄儿童一样，素质教育必须面对全部儿童。我们不仅要保证所有儿童入学，也必须让他们获得起码的知识和技能。面对未来的知识社会和学习化社会，我们的素质教育不应当制造半成品，更不允许出废品，要使每个青少年在离开学校时都具备在社会生活中立足的本领，都有继续学习的能力。



　　凡是纳入素质教育的学科都应当是可以评估的，以便了解每个学生学习和每所学校教学的真实情况。评估的最本质特征是监测，而考试的基本目的是筛选和淘汰，尽管考试也具有监测的特征。通过抽样或普遍的评估，教育管理部门可以及时掌握不同阶段素质教育的状况，总结教学的经验与不足，并可以将信息反馈到学校和教师，以便改进教学方法，提高教学水平。但是评估的结果不应成为学校筛选或升学的依据，以便保证评估的科学性。


　　既然素质教育是可评的，那么就具备了进行比较的基本前提。首先，我们应当把评估比较作为教育宏观管理的重要工具。一方面，可以进行不同地域的比较，特别是进行东部地区与西部地区的比较，以便发现不同地区教育发展的水平，采取有力措施缩小教育发展的差距，促进教育的平等和公正，保证国民素质的全面提高。另一方面，可以进行不同时期的比较，以便从历史的角度把握教育发展的脉搏，为未来教育进步提供可见的尺度，当然也可以成为未来教育进程中的预警工具。其次，评估比较可以在不同学校中进行，只是为防止学校之间可能出现的攀比，这一方法要慎用。实际上，如果能够把握住学校在学生入学时和毕业时的评估成绩指标，就能开展学校之间的评比，有利于引导学校向积极的方面努力。
